Health Care Reform (HCR) or the Patient Protection and Affordable Care Act (PPACA) was passed into law in 2010 and it was recently upheld by the Supreme Court in June of 2012. As a result of this new law, each state will be required to operate federally facilitated or state run Health Insurance Marketplaces where individuals and small businesses can shop, compare plans and purchase coverage, including Dental. This coverage can be purchased on the public exchanges, but can be purchased off the public exchange in traditional sales channels as well. The three types of public exchanges are:
- State: The state creates and administers all aspects of the exchange.
- Federally facilitated: The state owns the interpretation of essential health benefits and defines plan design, but the federal government administers the plans.
- Partnership: The state defines plan design, but shares the administrative responsibility with the federal government.
